Fixed: the ctrl+r palette fits its card at every window width

On a window a little wider than the palette's card, the scope chips row ran past the card's edge with the match count outside it, the selected command's "insert" tail was cut off at the edge, and the foot's key hints, laid out as columns, folded the last one into a sliver six lines tall. Now the card follows the window down to 320px, the chips wrap onto further lines under the count, which keeps its place at the end of the first, a long command is cut with an ellipsis before its tail is, and the foot is one wrapping line of unbreakable key and label pairs. When even two lines cannot hold them, hints go in a fixed order: the "ctrl+r again" reminder first, then tab, then navigate, then ctrl+enter; esc and enter always stay.
